Carousel horses from inner rows are usually progressively smaller. That is, the second row horses are smaller than the horses of the outer row. The third row horses are smaller again. This is a horse from the fourth row, the one closest to the center. These horses are smaller because there is less room on the interior of the carousel, but it also works well because small children are more comfortable with inner row horses. They aren't as tall and don't spin as fast as the outer row horses.
